I eventually requested an exchange after they couldn't send someone on-site and said to send it in, and it then was going to be upwards of a month or more to wait for parts. If there are no reported hardware issues, I'd try to boot from a USB stick with Windows on it, and try a repair or fresh install. If you keep tapping F12 when booting, you hopefully can get to the boot options where you can run hardware diagnostics, to see if that's reporting any hardware issues.
